Explanation

Compliance Tab was added to Scheduler application to do Schedule Compliance Calculation. The calculation process can be started and finished manually, as well as through cron task schedule. If the crontask is active, that will be a continuous process, and in order to end the automatic process user has to click on the 'Cron Active' process and user gets this 'Yes/No' message.
